TouchID turned itself off

My TouchID stopped working the other night, and I thought maybe the button was just dirty, so I cleaned it, no luck.

When I went into settings it was turned off, and when I try and turn it back on, it automatically fails the set up and tells me to try again later.

I have done a soft reset, tried leaving it off for about 15 minutes, and most recently tried to restore, though I am unable to do that because my computer says Find My iPhone must be turned off (which it is) and will not allow me to restore .

The phone is on the latest iOS 9.1
