It sounds like you are deleting and reinstalling an app and are concerned you are downloading the same app again. That is expected to happen. When you download an app from the App Store it is always available to redownload to your compatible devices from your Purchased history as outlined in the following article:

If you are seeing information re appear in your app that you aren't wanting to be there, you may be able to delete them from your Documents and Data storage in your iCloud account, by following these steps:
Manage your iCloud storage

- Tap Settings > iCloud.
- If you're using iOS 8 or later, tap Storage > Manage Storage > iCloud Drive.
- If you're using an earlier version of iOS, tap Storage & Backup, then tap Manage Storage.
- Tap the name of the app that's using iCloud Drive.
- The individual files in that app will appear. You can either swipe left or click the Edit button to remove files.

Thank you for the info. I followed the directions and then went to download app that I deleted. The app showed it 's STILL in the "Cloud"????
The links you included in your response are very helpful. I'm not really sure about the whole "cloud" thing so I'll be spending some time trying to figure it out.
I may have to go into the APPLE Store to get some help!
