Does iTunes Version 12.1.3.6 work with iOS9.1?

Having updated my iPad Air from iOS8.4 directly to iOS9.1, I have found numerous bugs and would like to perform a factory fresh installation of iOS9.1 from iTunes, as I have in the past, and set it up manually from there. My PC still runs Windows Vista 32bit, and consequently I can't update iTunes above V.12.1.3.6. Everytime I launch iTunes, and connect the Ipad, and then click on the ipad symbol in iTunes, iTunes freezes and I can only force shut it down using Windows Task Manager. I have followed the instructions in this guide; Troubleshooting issues with iTunes for Windows updates posted by turingtest2 and it makes no difference. My question therefore is is this version of iTunes compatible with iOS9.1 or do I now have to hunt round my neighbourhood for someone with a computer that can run the latest version of iTunes to reinstall iOS9.1 as new, or would they do it for free at a Genius Bar Appointment in my local Apple Store?

That is a very good question. There have been isolated reports of the same issue, notably in Itunes no longer supports Ipad using Vista. A diligent search could turn up a few more cases. However even in the thread linked above, there is one iPad user running 32-bit Vista who took the time to say that he does not have the problem. This issue might be confined only to specific models of iPad, and unfortunately iPad Air seems to be one of them. I wonder if you get a Windows problem report for iTunes or Apple Mobile Device Helper that corresponds to the exact time when a freeze occurs? You could check Control Panel > System and Maintenance > Problem Reports and Solutions by clicking "View problem history." (Try not to confuse it with the run-of-the-mill iTunes problem reports that have been occurring every time the program is closed on Vista ever since 11.2 was released in May 2014.) If you find one, right-click on it and select "View problem details." Please copy and paste the details into your next post.

OK, I've now managed to reset my iPad Air wifi only edition to iOS 9.1 via iTunes on an friend's Macbook Air, and then set it up manually as new, e.g. not from a backup. The whole point of doing this was to try to eliminate, or at least reduce, a number of bugs that had popped up after upgrading OTA from iOS 8.4 straight to iOS 9.1. The reverse has happened, I now have MORE BUGS AFTER REINSTALLING THAN BEFORE! How is that ACTUALLY possible?! As well as previously introduced Mail app bugs persisting, Notifications has now stopped working in it's entirety apparently, as well as having all sorts of problems when trying to define words in webpage text (usually doesn't work), or trying to highlight text and then perform other actions to that text.

On the original subject matter of the post, something interesting has happened, iTunes now appears to work with this iPad Air! I've done nothing to iTunes 12.1.3.6, but while as before it instantly froze on clicking the iPad symbol in iTunes after having connected the iPad, now it doesn't, suggesting a bug/incompatibility in iTunes and/or the previously updated version of iOS. So far I've been able to make an iTunes backup of the iPad and sync photos to it from the PC. Below are two of the problem reports logged by Windows Vista 32 bit at the exact times of the freezes, e.g. not the routine reports that you referenced every time I close iTunes. I've included two as the text in the reports is not identical, and I don't know how to read them;

Thank you for the detailed post, it should prove helpful to others. So the freezes were AppHangB1 type 2048 problems, but that particular issue was solved by reinstalling 9.1 and setting up the iPad Air as new - which unfortunately cannot be done on the PC where the hangs occur. You seem to have suspected that updating the iPad from iOS 8.4 "directly" to 9.1 was to blame, and you might be on to something. Marty-TX, an iPad user running Vista who did not suffer hangs after updating to 9.1, was previously running 9.0.2. (Then again, the difference might be that he has an iPad Mini.) BTW it might be interesting to see if you have an issue Marty-TX reported in iTunes 12.1.3.6 Rearranges iPad Apps When Synced, or possibly My iTunes 12.1.3.6 does not give me a photo t ab. I'm afraid there are more issues than answers at this time.
