Track PAD MacBook Air mid 2013

I made a clean install OS X 10.11 on MacBook Air mid 2013 and the track pad is missing gestures, like moving/dragging a window with 3 fringing without having to click or press the trackpad... However after I imported my user account from a time machine backup created on a MacBook Pro 15" Mid 2012 every thing is working like I used...

So How about a clean install ? Does it mean that the track pad does not support these gestures or is it a driver issue , I really wonder specially that it works after the user import ...?

After your clean install, go to System Preferences > Trackpad and make sure all your preferences are set up the way you would like them to be.

Thank you for your reply, but this is normal, what I really mean here that there is an issue .... that the trackpad modes are not visible under system preferences ..can't find the settings for " use three fingers to drag a window without clicking ... "

Any help, thank you in advance ...
