I understand that you are able to send iMessages, but not able to send SMS or MMS messages. Does this issue happen with all contacts or one specific contact? Lets start with making sure that SMS and MMS are enabled in Settings > Messages. Once these changes have been made, please test the results. This may include sending a new text to a contact that doesn't use iMessage. If the issue persists, take a look at the troubleshooting article below.

You also may need to reach out to your carrier to confirm that you account is provisioned correctly for this feature.
