Can a carrier authorized user initiate an iPhone Upgrade Plan?

I am an authorized user on an AT&T family plan account, which has allowed me to sign new contracts and upgrade my iPhone. I am intrigued by Apple's own iPhone Upgrade (installment) Plan and would likely use this for my next iPhone.

However, in reading the website, it appears you need two forms of ID, one of which has to have the address of the primary accountholder (who is my dad and with whom I haven't lived for years - he lives several hundred miles away). I would be signing up for the installment plan under my own credit but would stay on the family plan.

My question is if a carrier's authorized users can conduct a transaction for the iPhone Upgrade Plan without having to have secondary ID or a bill with their name and the primary accountholder's address (i.e. two forms of ID with the AU's name & address can be used) or if the primary accountholder has to be present.

Apple's installment plan has nothing to do with the carriers. The only reason you need authorization from the carrier is for Apple to give you a SIM and transfer service to your new phone. It has nothing to do with payments to the carrier. The carrier isn't financing it.

If you use AT&T's Next plan to buy the phone, that's a different issue entirely.
