Wallet won't let me add any credit cards

When I try to "Add a Credit or Debit Card" either in Wallet or in the Settings Wallet menu on my new iPhone 6s, I get a pop-up "Could Not Add Card. Try again or contact your card issuer for more information" I have no cards in the wallet nor have I tried to add any cards. Since this is a restored back up from an iPhone 6 that had cards in the wallet, I have to assume that something went wrong in the transfer of wallet info.


Anyone have any suggestions?

iPhone 6s, iOS 9.1, 128GB

Wallet won't even let me get started on adding a card, so there is no card issuer to contact. Regardless of anything I have tried, the pop-up always occurs. I wish there was an issuer I could contact. When I get some time, I will call Apple.

In an attempt to solve another issue, I did a factory restore and used the latest backup to restore. I added the card on file with Apple when prompted during setup and everything appears to be working as advertised. Have added several cards with no problem.
