My iPhone 5C is not working right since updating to iOS 9. Any suggestions?

My iPhone 5C is not working correctly since downloading the latest update for iOS 9. I don't get all my messages. Sometimes I'm even losing my display. All kinds of issues that began with the update. Any suggestions?

Restart (Power off, then on). Forced restart , formerly called a "reset" (hold the HOME and Sleep buttons at the same time until an Apple logo appears). Restore from backup. Restore as new. In that order. When the problem is resolved, stop.
