How to completely whip iCloud free?

So my goal is to completely whip iCloud clean to "start over" with backups from my iPhone. My problem is that when I go into to manage my storage of iCloud, it says that I am using 1.6 GB already. As you can see from my screenshot below, it says that I have 3.4 GB available out of my 5 GB. In this shot, you will see 0 KB from this iPhone and 11.5 MB from 'Mail'

So where in the world is this other 1.6 GB at and how do I delete it?

And in this screenshot taken from my macbrook system preferences iCloud management, it too also says 1.6 GB is in use, but as you can see, the list of sources is blank...

What gives? How do I delete this 1.6 GB?

For anyone that comes here in the future, my issue was only resolved by calling apple support. I called and they took care of me one the first try. They fixed it about about 45 mins-hour. It was nothing that I could have done differently. The fix was completely on their end. They had to "release the reserve space." Hope that helps someone else who might come across this.

I'm only going by what they told me that they had to fix it. That I couldnt have fixed it. If you are suggesting that simply waiting would have the same effect, then I will ask you what should be the effective wait time be? How long should I have waited? I waited 4 days with zero change with nothing that I could do, so I called and they took care of it.

What I am saying that you were resolving problem that is not a problem. Reserved space is just that. Even better, few days or weeks down the road you will see new reservation, created by some change on your device and you are going to call again and you going to tell them that you know how to fix it and show them how knowledgeable you are, but it was not, is not, will not be needed.

I still don't think you are comprehending the issue. Waiting wouldn't have resolved it. I waited 4 days and 1.6 GB of my iCloud was be taken up by nothing that I could have deleted myself. It was phantom used space. No amount of waiting would have resolved the issue. I've been using icloud since its release and this was the first time this has happened. And rather then being a jerk about it, if you re-read, you will see that I wasn't the "knowledgeable" one or know it all when it came to the resolution. They fixed the issue. Not me. And I was simply relaying back out to the world what they told me....which was "that they had to fix it on their end." Nothing I could have done differently.
