Why? Because your computer is 10 years old, does not have an Intel processor, and thus can't be upgraded beyond 10.5.8.

Apple no longer sell the Leopard (10.5) DVD, so you will need to search for a copy on Amazon, eBay. The DVD will most likely be very expensive.

Your are running an extremely old version of OSx. To update to 10.5 you need the installer DVD, there is no way around this. . You have no App Store app, and will never have one, since G4 Powerbook cannot run Snow Leopard.
You cannot and will not be able to update to an OS with an App Store.
You need to buy the Leopard installer DVDs.

Mac OS X 10.5 (Leopard) is not free, and Apple does not provide a download link.
If you cannot shop via an online auction site or an Internet dealer, nor from a local computer store, the only remaining option may be to try an entirely different operating system, such as an appropriate PowerPC version of a Linux distribution. Ubuntu (https://wiki.ubuntu.com/PowerPCFAQ) is free, and can be downloaded as an iso file. However, do not expect everything to work immediately; you may have to carry out various experiments (and try several older Ubuntu versions or derivates).
Anything you download from torrent will besides being illegal be loaded with malware.
You only hope is to purchase an install DVD which in all likelihood cost you more then the PowerBook is worth.
