my iPhone has almost 0 storage. I'm pretty sure it's because my music library is stored to my phone. How do I move the songs to the iCloud so that I can free up some space? There are a lot of songs that I rarely listen to and would like to move them, but not delete them.
Is there a way to do this on the phone? iTunes?
This is for the iPhone 5c as well as the 5.

I see you would like to move more of your music to iCloud to free up some space on your iPhone yet still have it available. There are two Apple options for what you would like to do, iTunes Match and Apple Music. Here is an article that explains the differences between them.
