What is the icon between the trashcan and export icon that looks like an iPhone with a down arrow?

For example the import from Dropbox: here is a screenshot (look upper right corner)
That icon stands for "Make Available Offline." tapping on that icon will essentially download the file to your iPad so that it is available when the iPad is not connected to the internet.
Hmmm, how is that different than importing it into an app, in this case Numbers.?
