Siri Remote issues with A/V receiver volume

I have the Pioneer VSX-821-K A/V receiver. As far as I can tell it supports HDMI-CEC so I should be able to control the volume with the Siri remote.

When I set it up, and turn on HDMI control on the receiver, the volume buttons do nothing. When I put the Apple TV to sleep the receiver shuts off and when I wake up the ATV the receiver powers on. So that partially works.


I have tried setting up the IR remote but that isn't working either. When the ATV learns the remote it appears to work but clicking the volume button won't change the volume on the receiver. Actually, if I click it repeatedly it will occasionally change the volume, but only randomly.


Any ideas what's going on?
