Q: I cannot download any apps after 9.1 upgrade
My Iphone 6s was recently updated to 9.1. I committed to this upgrade without backing up prior. I noticed that my apps are not working or downloading.

I am not getting prompted by Apple to enter a password when getting a new app. The application continues to process until I reboot. Then returns a message that the app was not purchased. I am not expecting to get prompted for password for an app I have already purchased but the same behavior occurs from time to time. When the download begins, it stops at 16%.
