how to restore factory wallpaper

What factory wallpaper are you referring to? The factory wallpaper should be available in Settings, unless you are referring to a wallpaper that was in an older iOS.

I'm sorry, but I have an iPhone 6s. That wallpaper is still available in iOS 7.1.2. The reason I know this is I restored an older iPhone 4 I had a home for a friend to borrow for a little while, and that was the wallpaper that it loaded. If you click on Choose a New Wallpaper, do you not see that appearing?
