No, sorry it does not work like that. The Micro USB port on the back of your Apple TV is for service only.

I am a little confused on what you're trying to accomplish. Are you trying to use the Apple TV on your Mac? If so, there is no reason. There is not much your Apple TV can do that your Mac cannot also do through your iTunes account. All your purchased movies/TV shows can be viewed in iTunes on the Mac. If you use things like Netflix, HBO Go, MLB app etc on the Apple TV, their are free Mac clients for them.

The USB connection is only there to restore the Apple Tv in case of issues.

Restore your Apple TV using iTunes - Apple Support

Also, there are no Apps for 3rd gen Apple TVs that you can install. Its not an iPhone or iPad, or a 4th Gen Apple Tv.

You simply cannot install Apps onto it.

Whichever Apps are available in your region for Apple Tv will appear on the Tv screen directly.
