That is not exactly correct.

The iPod Touch 6th gen has the Maps App installed by default.

The iPod Touch has the exact same passive GPS system that the iPads have.

As long as you leave your iPod Touch's Wifi on the Apple Maps app ( you could try this with Google Maps as a check, too!) the iPod Touch will act as a passive GPS looking for Wifi signals as you travel to keep your route on track.

For turn by turn directions, plan your route and start your turn by turn directions while connected up to a stable and constant Wifi signal to get an accurate GPS starting point. Once turn by turn directions are started, Wifi signals detected along the route will keep the route and turn by turn directions on track.

Once you are on your way and you have used a stable Wifi connection to start your route, you can use your iPod Touch normally and go back and forth between apps or play music in the background while the passive GPS in the iPod Touch tracks your route via Wifi.

For location the iPod uses the location of nearby routers that are in Apple's database of routers and their location. You do not have to be connected to the router, just within range.

Apple periodically updates their database based on information they obtain from iPhones, The iPhone has to have turned on the option to send info to Apple. No one has found another way to get the location of a router added/corrected.
