I have the three disk item "The Best of Modern Rock, Volume 2". The CD was released in 2002 but all of the songs came out at various dates. One of the columns that we can see is the release date which I assume is for the cd. Year is for the year it came out. How do I enter the release date? I can't figure that one out.

You can add or change information about CDs or songs using the steps in this article - Edit song and CD information
Specifically -
Select the song or CD you want to edit, and choose File > Get Info (or press Command-I).
Click Details and make your changes.
Tip: If you’re changing the same information (for example, the genre) for multiple items, you can select all the items and change the information for them at the same time.

Where do you see release date for music files?
I don't think that you can add or change release date for music tracks in iTunes. There is a purchase date field but this in non amendable.

Year is for the year it came out.
Actually, the Year field is for whatever you want it to be, which as an astute music you would use for the original release year of that version of the song.
As Jim notes, if the file is of Media Kind = Music, there is not a field for Release Date.
