Q: bluethooth not working

I brought a iphone 5s from republic of koria by my friend but it's bluethooth is not visible other device .

iPhone 5s, iOS 9.1, 5s

iOS: Supported Bluetooth profiles - Apple Support

you can't connect to other apple device via Bluetooth unless you're tethering.

Nor can you connect to non Apple devices via Bluetooth.

Bluetooth can be paired to Speakers, Headphones, Car Radio, etc but not to other devices.
