I AM UNABLE TO OPEN MY PREFERANCE LOCK , I WAS TRYING TO CHANGE TIME ZONE AND OTHER DETAILS HOWEVER I CLICKED ON LOCK AGIN AND AGAIN TIMES AFTER TIMES BUT REMAIN LOCKED ...

PLEASE HELP ME HOW TO SOLVE THIS ISSUE

If you're unable to unlock various panes in System Preferences, it may be due to the fact that you've not set a password for your administrator account. More information about this behavior, as well as how to set up a password on an administrator account, can be found in the article linked below.
If you can't unlock the Security & Privacy pane, make sure you've set an admin password
