iTunes says my 12.1.2 is the latest and won't update to 12.3.1

I was running iTunes 12.1.2 on win8.1. I upgraded my iPad to the latest 9.0 I think it is. Now my puta says

I cant use my iPad on my puta iTunes because I have to upgrade to 12.3.1 Problem is when I go to, "check

for updates" in help, in iTunes home page, it tells me I'm up to date with 12.1.2. When I go to apple to download the update,

I click download, and it immediately comes up with thanks for downloading iTunes, and that's it, it doesn't.

I also have updated my iPad Mini Retina to 9.1 via my win 8.1 pc.

At the end of the update I got an iTunes message on my pc of an "...unknown error..." ?

However My iPad Mini seems to work ok ( although I did have no photos or sound on my Audubon birds app initially.....this seems ok now, fingers crossed !!).

Also my iTunes on my pc seems to work.

My problem is the same as MrGrumpy2, that when I plug in my iPad to my pc I get an iTunes message "...iPad cannot be used because it requires a newer version of iTunes....".

The iTunes version on my pc is 12.1.2.27. 64bit

When I click on check for updates it says 12.1.2 is the current version.

Is Marvin Martianul saying that we should manually download and install version 12.3.1 from the list that clicking on his link takes us to ?

Yes, Apple Software Update obviously isn't working properly for you. Download from http://discussions.apple.com/docs/DOC-6562#versions. Windows XP & Vista users should download 12.1.3.6, those on Windows 7 or later should download the most recent 32- or 64-bit build as appropriate. Use the rest of the tip if you have any issues installing the software.

Thanks for that reply, I don't know why but it worked. My Computer was saying I was up to date with version 12.1.2. With that version I upgraded to 9.1 on my iPad via my computer. When the upgrade was complete my computer informed me I wasn't able to use my iPad with the current version on my computer and to upgrade. In iTunes on my Computer, in help, look for updates, it said i had the latest version.

When going to Apple,iTunes, upgrade, download, it immediately went to the next page and thank-you for downloading iTunes, it hadn't.

So back to the start, I upgraded to version 12.3.1 64bit via the link in this post, after uninstalling everything again.

P.S. A restore to an earlier time did NOT work. I'm running Win8.1 on a 1yr old puta. Sorry for the long speell.

GreggMack54 I had posted that that idea didn't work ,,Sorry.

My PC is running on Windows Vista, so iTunes 12.1.2 is the "latest" version. If I'd known both my iPhone and iPad would not be able to connect I'd probably not have upgraded the iOS. Is this Apple's way of forcing people to buy newer technology?

I won't be able to ever sync my Apple devices unless 1) I format my pc, pay for additional hardware and software to have a compatible Windows Operating System for iTunes 12.3.1 or 2) Apple performs a little bit of coding to sort out 1000's of Vista users problems.

I'm hoping for 2)....soon

Despite what Apple Software might report there is a new (and likely final) release of iTunes for Windows XP 32-bit and Windows Vista 32/64 which includes support for iOS 9, though not Apple Music.

See Troubleshooting issues with iTunes for Windows updates if you have any problems installing it, or for direct links to the current or other recent versions.

...placed a copy of my current iTunes library on an external disc.

Downloaded the current 64bit version of iTunes from Apple's website.

Uninstalled all the Apple components shown in Windows unistall list.

Installed the iTunes I just downloaded. Was going to copy / paste the iTunes library from my external disc to the iTunes folder on my pc but when I opened up the new iTunes program my current library was already there ? Guess I must have missed something on my pc.

Now the iTunes on my pc sees my iPad when I plug it in.

Now all I want is for the developers of some of my Apps to pull their collective fingers out and make them compatible with ios 9.1 !!

Thanks to those who replied with info about this...
