When I attempt a search for the Foscam IP Camera Tool from the APP store, I do not get a download. When I download from the Foscam site, I get a message that I cannot use it because it was not downloaded from the APP store. Any help would be appreciated. Ken

You can allow non-AppStore apps to be installed by changing the setting in OS X El Capitan: General pane of Security & Privacy preferences.
BTW, your Product info still shows Mac OS X (10.4.3). To avoid confusion, you should correct that in "Edit My Product" next time you are logged into Apple Support Communities.

Unless there is something wrong with your system or the browser software you are using to contact the
site, or unless you aren't folloowing the workflow I posted, you should be able to see all of the current
"Choices Bar" list of Mac OS X versions higher than 10.4.3 shown in the image below:
If you are not using the current Safari Version 9.0.1 (11601.2.7.2) on a working Mac,
restart Mac, use OS X Recovery to completely reinstall your Mac OS from the
Recovery System stored on your startup drive, and then try again using the Safari browser.
The workflow I posted should work.
