iPhone 5s updated to IOS 9 and Notes do not want to sync

Question

I have upgraded my iPhone 5s to IOS 9 and now my notes do not sync to the rest of my apple devices. Any ideas where to start looking for a solution?

If this does not answer your question, you should tell us where you house your notes (e.g., iCloud).

I looked at my laptop and have OS X Yosemite 10.10.5

This may sound daft but can I now update to the El Capitan?

How do I update to El Capitan. Please send a link.
