Can't get HDMI CEC volume control to work

I have a Toshiba 47L6200U, which supports CEC. The TV will turn on and off via the new apple TV Siri remote, but the volume control doesn't work.

When I set it to auto, it comes back as Auto via IR (TV). Is there something I should be doing to get volume control working? The IR target for my TV is often hidden, so line of site isn't an option

Go to Settings - Remotes and Devices - Volume Control and select learn new device. Then use your TV remotes Volume up and Volume down buttons as instructed on the TV display. Give it a name like Toshiba Volume. That should override the auto setting that isn't working and allow the Siri remote to control the volume.

I've tried that. It always sets it up as using IR instead of HDMI CEC.
