Thank you for using Apple Support Communities. Based on what you stated, it seems like you want to authorize the iPhone to play purchased music. Was this music purchased with your Apple ID or someone else's? I would recommend you read this article, it may be able to help troubleshoot the issue.

No. You don’t need to authorize your iPhone, iPad, or iPod touch. Your iOS devices don’t use your available authorizations.
