Q: I'm trying to upgrade my 4/S to a 5/S via iCloud but it says no backup avalible. But, i just did a backup like 4 hours ago.

After reviewing your post, It sounds like you want to restore an iCloud backup to an iPhone. I would recommend you read this article, it may be able to help troubleshoot the issue.

Nov 5, 2015 7:44 AMby Phil0124,If your tag line is correct, your 5s is running an older version of iOS than your 4s. which means it cannot be restored from a backup made on the 4s, until it is updated.
Setup the 5s without a backup, and proceed to update its iOS version to 9.2. Then Restore the iPhone, and you should be able to select the backup made on the 4s.
If restoring from an iTunes or iCloud backup requires a newer version of iOS - Apple Support
