It sounds like you're getting an error about your account being under maintenance when you log into it at www.icloud.com. I would start by clearing the cache in the browser you are using to access it with the section labeled "Troubleshooting the cache" in the following article:

Nov 5, 2015 9:51 PM in response to sterling rby Sandorolah,Thanks for your reply. It is not the problem, unfortunately. None of my devices synchronized then a week back. It affects calendars and notes. My iPhone 6 reminds me sometimes that I should enter my iCloud password. It does not help. I usually use my different devices to manage family and my company calendars. The sync via iCloud and I miss nothing. It does not work anymore.
