Q: how to import contacts through icloud?

I can most certainly help you with getting your contacts from iCloud to your PC.

Depending on your setup, you can do this in two different ways. The first is going to be using iCloud for Windows. The way that works is downloading and installing the application, login with your iCloud credentials and if you have Outlook, you will be able to see you contacts in that application.  

If you don't have Outlook, the next option will help you out. All you do is login to iCloud.com and navigate to the Contacts app. You will then see all of your contacts and can select one or all of your contacts. Select the  in the sidebar and you will see an option to export the contact.
