Your iPad is incapable of a cellular voice channel connection and this cannot natively send SMS texts. Apple's iMessage system using Apple's servers and software and uses a data channel (wifi or cellular) to send and receive. SMS crams 160 characters into a small unused portion of the cellular voice spectrum and pre-dates the use of cellular networks for purely data comnections.
You can use apple's continuity feature to pair your ipad to your iPhone to send and receive SMS texts (the iPhone will actually do the sending and receiving and will share messages with the iPad over an ad-hoc wifi link).
