Is her iPad signed into iCloud Photo Library? For that matter, when you said "Photos located on iCloud," did you mean in iCloud Photo Library, in My PhotoStream, or something else?

You can create Shared Albums (formerly called Shared Photo Streams) and share them with your family member, but it has limitations. You have to add pictures manually, you can only add them to the end of the album (since they still act like streams), they cannot be sorted, and each album/stream has a limit on the number of items it can hold.
If your family member is in an iCloud family with you, a shared album named "Family" will be created automatically and shared among the members of your iCloud family.
