Thanks for using the Apple Support Communities!
I understand that your Apple TV Siri Remote doesn’t seem to be working with your new Apple TV (4th generation), but your previous Apple TV Remote does work. It is expected that the previous versions of the Apple TV Remote work with your new Apple TV.
To get your Siri Remote working as expected with your new Apple TV, pleas follow the suggested steps in the following article.

If your remote isn't working, try these steps. After each step, see if your remote works:
- Go to Settings > Remotes and Devices > Bluetooth, then select your remote. Make sure that your remote is charged and connected.
- Restart your Apple TV.
- Pair your remote again. Put your Siri Remote within three inches of your Apple TV, and point it at the front of your Apple TV. Then press and hold the Menu and Volume Up buttons for five seconds.
If you need help using your remote to control your TV or receiver, try these steps to set up your remote.

I have the same issue out-of-the-box. I followed your steps to re-pair my Siri Remote, but within a couple of minutes the remote connection is "lost" and I have to take the remote back to within 3 inches of the Apple TV to re-pair. My couch is only 10-12 feet away from my Apple TV -- is the range really that abysmal or did I receive a dud?!
Thanks,
Aron
