I understand that you are seeing an issue with your ability to turn on and off the vibration on your iPhone. It sounds like you are attempting to toggle this behavior using the side switch on the iPhone; if that is the case, then you may wish to make sure that the “Vibrate on Silent” option found in the Settings app in the Sounds category is toggled off.

If this does not effect the behavior you want, you may wish to know more about Do Not Disturb mode, which can silence all alerts and notifications:

Thank you for your answer, I tried everything but still having the same problem. Also i forgot to tell that when the phone is continuously vibrating the "SOUND ON/OFF" notification is continuously flashing. It feels like someone continuously turn off & on the silent switch.
