No, you would not be able to pair your iPhone to your Apple TV as another controller. What you can connect is a Siri Remote, a MFi controller and a Bluetooth audio device like headphones or speakers. For more details about that, take a look at the article below.

Use more than one Bluetooth accessory
Your Apple TV (4th generation) can support several Bluetooth controllers simultaneously, up to this many:
- One Siri Remote or Apple TV Remote*
- Two MFi (Made for iOS) Bluetooth controllers, or one MFi Bluetooth controller and one Bluetooth audio accessory (like headphones or speakers)
You might be able to pair more accessories, but at some point you may need to unpair other accessories to allow for new ones.
