Q: notes not syncing

I have the 4s.  Since updating to 9.1, 'Notes' isn't syncing with my Mac or my iPad.  (The iPad and Mac are syncing between the two of them, but the phone doesn't send or receive.)

 

Under Settings/Notes, the default acount for Siri is set  at iCloud, and the 'on my iPhone account' is off.  (Those were the defaults, I didn't touch them.)

'Notes' is in the 'on' position under Settings/iCloud.

 

If anyone has any ideas, I'd appreciate hearing them -

    If you updated your phone to iOS 9 and then upgraded it to the new Notes features but your Mac has not been upgraded to El Capitan (OS X 10.11), that would explain the problem with syncing Notes. See the following for more information:

    Thank you very  much - that's it exactly.  Well, at least I know now how it happened - but I wasted a fair amount of time over it, and if you hadn't replied I'd have wasted a LOT more.  If I'd known ahead of time, I would've waited till I feel ready to upgrade to El Capitan.  I read the description of the update, and the "Learn More" -

     

    So my question is, where did I go wrong?  What should I have read that I didn't?  What would have led me to the article you gave me?

    I don't remember for sure, but I think there may have been a small warning when opening Notes on the iPad/iPhone after the iOS 9 upgrade. I remember that the Notes upgrade was optional when first opening it after installing iOS 9 -- but I'm not sure about the warning or how clear it was.

    I don't remember either.  I remember seeing the option, and thinking 'why not'?  I use notes all the time, and an update could only be better, right?

     

    But you know, updates are so frequent now, and they download onto the phone with that nagging little "1" until you install them, if one is going to interfere with using our other devices, I really think Apple should put a very obvious warning - a simple note saying "before installing [whatever], be sure to read [appropriate apple article].  I don't think that's too much to ask, and I'm frankly more than a little annoyed.
