This also addresses the errors as well. If you see Error 3194, Error 17, or 'This device isn't eligible for the requested build' in iTunes - Apple Support

Nov 6, 2015 1:37 PM in response to AhmedKhalil94by ChrisJ4203,You cannot update to iOS 9.0.2. All you can do is update to the latest iOS which is iOS 9.1. You must have tried to download a copy of iOS from an untrusted source, and besides that, Apple is no longer signing iOS 9.0.2, so even if you could get a copy, you could not install it.
You need to put the device into Recovery Mode and update it. See the instructions in this support document to put the device into Recovery Mode and restore. If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
