Thanks for your interest and advice. It's taken a few days to get back to you on this because I had some traveling to do in the middle of this problem.
i did force quit all applications prior to doing both restarts. I have tried a number of other things suggested in older posts here and at other sites including deleting all emails up to and including the day on which the first crash occurred, then deleting my email account and doing a forced restart before adding my email account back. I have also deleted all sent files, draft files and in box files at the web server. I Cannot see my iOS email folders to delete anything there, so it is possible there is a file remeanent causing the issue, but I doubt it. Deleting the files at the server should have also removed them from my iPad. I tried activating airplane mode as suggested under some older iOS systems to remove files, apparently with some success. Don't exactly understand how that was accomplished since activating airplane mode disconnects any wi-fi connection which then makes it impossible to see email files and folders.
IT seems to me that this app is crashing when it finds the server of my ISP. It can't be an email on the server because I have deleted them all. Not just put them in the trash, but deleted them. A number of users with a similar problem were able to fix it by finding and deleting a specific email. The email copy I was forwarding could not be found, although the original email I received was intact. I made a copy of that email and stored it as a file on my cloud drive and then deleted it.
interestingly, in deleting and reinstalling my email account connection to the ISP server there was an instance when I incorrectly entered my password. After closing the notification box, the connection procedure changed. I found that if you enter your password Correctly the first time, you have completed the install procedure and usually need to do nothing more. If you must re-enter your password due to a mistake, the connection procedure changes, new boxes appear, and you must enter your password once for the incoming mail and again for outgoing mail. You can also invoke SSL or not, and you can see and change port numbers. Normally you have no way to access and verify this data, and checking port numbers is sometimes important. I needed to see port numbers because I felt the app was crashing due to an inability to connect to the server and incorrect port numbers would cause such a problem.
So, I think I'm going to have to reload my OS in order to fix this email app. Perhaps I'm mistaken, but I don't think a full reset will fix this. Is there a place to download an 8.4 OS from Apple? I assume this is possible. Can it be done without having to do additional backups and restore procedures? I could up grade to 9.1, but really don't want to yet as there are still many problems with it and my 8.4 system has been very stable from the start.
