    Downgrading is not supported by Apple. You need to troubleshoot the Touch ID error. User troubleshooting includes restart, reset, restore from backup, restore as new. See this support document for other troubleshooting steps. Use Touch ID on iPhone and iPad - Apple Support

    I bought an iphone 6s 128 gb to 10 days, I updated to ios 9.1 and them fingerprint reader is not responding well, and also the system slow and it makes no sense. Apple is deteriorating more and more, presented ios 9 and then within two months, three updates and one even works well! and shameful buy an Iphone from 1000 Euros and have these problems!

    I know many people that have an iPhone 6s and have iOS 9.1 installed and have not experienced any problems. I have one as well and the Touch ID on this device is the fastest I've seen since I first encountered Touch ID on the iPhone 5s. I suggest there is something corrupt in your file and you need to restore the device. All of these comments regarding the demise of Apple are ridiculous since they are generally made by someone having trouble with their individual device, but wish to put a blanket blame on Apple. Take the time to troubleshoot your own device and you will find it will work well. If, by chance, there is a hardware issue with your device, it is under warranty and you can have it examined by Apple.

    i have same issue after update ios 9.1

    my touch id was stop working

    Then follow the recommendations from my earlier posts. If they do not take care of the problem, then make an appointment at the Genius Bar of the nearest Apple Store or Authorized Apple Service Provider, depending on your location.
