Q: How do I transfer my photos from the iCloud photo library to a USB storage before deleting them from icloud?

I want to transfer my photos from iCloud photo library to a thumb drive. then I can delete the photos from iCloud to alleviate the storage problems. How do I do this?

iPhone 5c, iOS 7.1, Screen orientation

Select the photos you want to copy then hit ⌘⇧E and select how and were you want to export them.
