iPad App Store icon shows 1 update but none need updating. And I'm unable to reinstall some apps.

The App Store stopped working. It wouldn't download three updates. I did the restart and sign out stuff with no success. Then I uninstalled the three apps. The app icon went from 3 to 2 updated after I deleted the first app. Same thing after the second app. After I deleted the third app the icon still shows 1 app needs an update but none are listed in the App Store. I restartd and signed in and out again. No change. I tried reinstalling the apps from iCloud but they won't reinstall.

Same thing is happening to me... Usually there are steps you can take to fix this, but none have worked... I've tried:

Power Cycling the iPad using a hard reset
Shutting down thru software
Deleting the app the original update was for
Wiping out all running apps and restarting both ways described above
Checking the "Purchased" tab in the App store to make sure the update wasn't hiding in there
Signing in and out of the store

Nothing helps. Maybe a bug with 9.1?

TTried this fix with no success. One app, Kindle, actually re-installed but another, Skydrop, only shows up in the store as an app in my iCloud and won't reinstall. I don't have that app on any other apple device. It's deleted from my iPad and I can't get it back.
