Unable to sync regular playlists to nano 8th generation

Hello,

I have an iPod nano, 7th generation, software version 1.1.1 for a Macintosh. It's brand new and there is nothing on the nano. I am unable to sync regular playlists to it. As pictured in the first image below, none of the "regular" playlists that I have created on my Mac are available for syncing. By "regular playlist," I mean the type of playlist with the icon pictured in the second image below.

I'm trying to sync this with iTunes 12.3.23 on an iMac running OS X 10.11.1.
