Installation hangs on removing backup files

I try to install iCloud on my Surface Pro 3 (fresh install of windows 10) the installer gets to "removing backup files" then hangs indefinitely without the progress bar moving whatsoever. I left it for a good hour once and the progress bar didn't move. The install "worked" once, but said I had to repair it to work with outlook, it appeared to work ofherwise. When I went to repair it hung at "removing backup files". Now I can't get it to reinstall at all, it just hangs where it did before. Once it switches to the "removing backup files" screen, the icon appears in the task bar, but won't do anything.

I have been experiencing the same problem with icloud hanging at "removing backup files" since Sept 29 I have had no access to my icloud calendar or contacts through Outlook 2013 and ALL of them are in the cloud. I sent log files to Elise who is a second level tech at Apple and she said that specialists were working on the problem and would get back to me when they solved it. Help!

We tried removing everything Apple from the Windows 10 PC. Did not change the hang up with the installation. Maybe something in the registry got rearranged when I had an itunes upgrade lock up.
