By saying "I do not wish to use iCloud for anything", I take that to mean that you don't wish to use Apple Music - or at least the iCloud Music Library part of it. You can turn off Apple Music and iCloud Music Library in the iPhone's settings and just go back to downloading and syncing your music the old way (via USB from iTunes or just downloading your purchases directly to your iPhone).
