It sounds like you are not getting notifications when your phone is locked but when it is unlocked it is fine. I would check what you have your Notifications set to in your Settings:

Not getting notifications for a specific app
Push notifications require an active Wi-Fi or cellular connection. If you’re not getting notifications for a specific app, try these steps:
- Go to Settings > Notifications to verify that the app supports notifications. If notifications do not appear in the Notification Center, make sure that the Notification Center setting for the app is enabled.
- Make sure you’re signed in to your Apple ID.
- If you’ve recently installed an app or restored a backup, open the app to start getting notifications.

I checked all this but still i am facing the same issue. I am not able to receive the notification when my phone is locked, When i unlock i'll the receive the messages, when i open the app the time which the recipient sent me the message will 10 or 15 minutes before but i'll receive it later, is there anything like if i lock my phone the wifi or mobile data go to sleep mode ?
Please help me out for this i'm missing urgent messages.

Force an app to close in iOS
https://support.apple.com/en-us/HT2013301. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:iOS: Turning off and on (restarting) and resetting

If the issue persists, backup your device to iTunes, then restore it as new and verify that it works.

If it does, then restore your backup to either verify it still works and the software just needed reinstalled, or isolate the issue to the backup file itself.
