It sounds like you have disabled iCloud Photo Library on your iPhone and these photos were removed from the device. I understand that you would like to recover these photos, but not use iCloud Photo Library.
If you had the setting in iCloud Photo Library enabled to Optimize Storage, this could explain why the photos were removed. You can reenable iCloud Photo Library on your iPhone and then choose the option to Download and Keep Originals. When you turn off iCloud Photo Library again, your photos should remain on your iPhone.
If you have Optimize Storage turned on, you might not have all of your original photos and videos on your device. To download the original photos and videos on your iOS device, go to Settings > iCloud > Photos and select Download and Keep Originals. On your Mac, open Photos, choose Photos > Preferences, then select Download Originals to this Mac. Then you can turn iCloud Photo Library off. You can also select the photos and videos that you want to download from iCloud.com.
