Thank you for visiting Apple Support Communities.
I understand that you are unable to stream purchased movies while on Wi-Fi after the update to iOS 9. I have a couple questions that may help me answer this question a little better. Does this happen on all Wi-Fi networks? Have you updated to iOS 9.1? If you have not updated to iOS 9.1, I would start there and test. Next, I would recommend restarting your iOS devices and Wi-Fi network. If the issue persists, go through all remaining troubleshooting steps in the article below.

As indicated in my original post, I'm running iOS 9.1 on both my iPhone 6+ and iPad 4.
Movies will not stream over wifi (or cellular/LTE but I'm not sure that would work in any case). It's not every wifi network but seems to be all but my home wireless. At home things seem to work well. I travel a good bit for work and find myself in hotels, Starbucks, airports, etc often. These are the times I really want to enjoy the Videos App - but no luck.
I'm logged into these networks (all other apps work and I've been issued a temp IP from whatever network I'm trying at the time). I can stream Netflix, Amazon Prime, and youtube videos so the speed doesn't seem to be an issue. The only hangup is the Videos App when trying to play purchased movies with the little cloud in the lower right corner.

Thank you for the follow-up. Although this may be and issue with captive network and iOS compatibility, I believe the best option would be to reach out to us via phone to further assist you with this issue.
