Q: Error syncing me.com account in OUtlook 2013

I get the following error each time I do a "Send & Receive" in Outlook 2013 on my PC running Win 7

Task 'Synchronizing subscribed folders for zalcooper@me.com.' reported error (0x800CCC0E) : 'Outlook cannot synchronize subscribed folders for zalcooper@me.com. Error: Cannot connect to the server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'

I have tried all various port options and authentication and encryption options.

iPad Air Wi-Fi, Cellular, iOS 7.1.1
