In MSFT Word, if I have text that's been written lower case and I want to change it to upper case, all that's needed is to highlight it and press Shift+F3 key. Is there a Keyboard shortcut for doing this in Pages? If not, how could I do it another way besides having to totally rewrite the text.

On the following menu structure: Format menu : Font : Capitalization : All Caps. There is no explicit lower case solution unless you create a new character style. Some fonts, may offer lowercase typography selection. This can be found in the Show Fonts (command-T) gear icon menu. LibreOffice Writer does offer a lowercase menu item.
Neither Pages '09 v4.3 or the latest Pages v5.6 are not MS Word clones.
Thank you. I gather from your note that that later versions of Pages have the ability to switch bertween upper and lower cases. MSFT has had it for years. Another of the reasons I'm a bit sorry I switched to Mac from PC. PC Word is infinitely more complete.
Word in Office 2016 for Mac was deliberately written to be more compatible with PC Word 2013. Mac ownership does not require the use of Pages.
There are no built-in lowercase capabilities in any Pages product, old or new. As I mentioned, one can create a new paragraph or character style that provides lowercase capability. One can write an automator service, that transforms a passed word or string of words to lowercase. An Automator service can be tied to its own unique shortcut key(s).
The free WordService collection of services in the OS X App Store has a service item for Lowercase. This would first need to be enabled in the System Preferences : Keyboard : Shortcuts : Services panel following the download/install — before it would work from the Pages application menu : Services : WordService: Lowercase menu structure. This WordService item has a keyboard shortcut already configured for shift+command+L.
