Why is my iPod nano not allowing me to swipe and has a box outline surrounding app.

I did a factory restore on my iPod nano and now it has a box outline around everything. When the ipod initially loaded it showed the apple logo. The next screen showed the language setup and around the language options and the done selection was a box outline. When I selected done the app screen shows the apps with a box outline. I am unable to continuously scroll or swipe in any direction. When I went to the music app it scrolls in sections of 8-10 songs at a time. I cannot reach the settings or clock. I have tried another restore and a hard reset... same issues😠😢.
