Quick Time Player Won't Play Stream

For an online college course there is this link to the video " http://bifrost.lll.umaine.edu:81/Podcasts/2013-10-04/FSN101Lecture9-stream.mov ".

It when I click it I download a file that is only 400 bytes and Quick Time will not play it. My professor says everyone else can view it and that you shouldn't download it. I am uncertain of where to go from here. I have QT version 7.78.8 on Windows. I have QT on my Mac as well (10.4) and even my Mac can't play it.

MacBook Pro with Retina display, OS X El Capitan (10.11.1)

QuickTime Player 7 for Mac OS X v10.6.3 or later - Apple

Copy the link to the .mov file in your post.

Open QuickTime Player 7 and in the File menu select Open URL and paste the link.

It won't play for me in QuickTime X.
