IiPhone 6 plus iOS 9.1 can't connect to cellular data even though there is service available. I've tried soft booting, toggling cellular data and airplane mode. I could connect to cellular data briefly after connecting to wifi first but it's dropped out again and won't reconnect.

If you are having difficulties connecting to cellular data on your iPhone, I would suggest that you troubleshoot using the steps in this article - If you can't connect to a cellular network or cellular data - Apple Support.
It sounds as though you have already done some of the steps, and there is no need to repeat those.
